Consegue il dottorato di ricerca nel campo dell’information security law and economics presso la Technische Universiteit Delft (TUDelft). Si laurea in Economia presso l’Università di Roma Tre dove consegue anche un master di II livello in Governo dei sistemi informativi. Matura esperienza nel campo della ricerca presso la Fraunhofer Gesellschaft, nell’ambito della consulenza presso la Ernst & Young, e nel settore industriale lavorando per l’allora gruppo FIAT, oggi FCA. È presidente della FORMIT – Fondazione per la Ricerca sulla Migrazione e Integrazione delle Tecnologie – in seno alla quale ha condotto nel corso di dieci anni oltre venti studi e progetti sulle seguenti tematiche: internazionalizzazione della ricerca, infrastrutture critiche, cybersecurity, economia della sicurezza e policing. È presidente e delegato del Consiglio di Amministrazione per la comunicazione, l’offerta formativa, l’orientamento e la ricerca dell’Università degli Studi Internazionali di Roma – UNINT. È dottore commercialista e revisore legale. È, inoltre, esperto della Commissione europea.
Nel 2011 viene nominato membro del “Gruppo di studio per la sicurezza dell’utilizzo dello spazio cibernetico” della Presidenza del Consiglio dei Ministri. Nel 2012 partecipa in qualità di esperto esterno al gruppo di lavoro sull’economia della sicurezza dell’Agenzia europea per la sicurezza delle reti e dell’informazione (ENISA, European Network and Information Security Agency). Fino al 2013 partecipa, inoltre, alla Task Force on Trusted Information Sharing (TF-TIS) nell’ambito del partenariato europeo pubblico-privato per la resilienza (EP3R). Nel 2015 e 2016 è co-editore ospite di due edizioni della rivista Security & Privacy dell’IEEE (acronimo di Institute of Electrical and Electronic Engineers) dal titolo “Economics of Cybersecurity”.
L’interdisciplinarietà e la gestione delle relazioni internazionali permeano un profilo delineatosi con esperienze di vita e di lavoro in Italia, Germania e nel Regno Unito, nonché nella Federazione Russa e nelle regioni del Medio Oriente e del Sud-Est asiatico, mete di missioni nell’ambito delle sue attività per progetti della Commissione europea e delle Nazioni Unite.
